Back in the day (when it was still possible for independent contractors like myself to design and develop state agency websites), I had the honor and privilege to do just that for the Wisconsin Department of Veterans Affairs. Utilizing classic ASP tied to a SQL Server backend, the site was hosted with the WDVA but I designed the entire site, developed the artwork (utilizing images from the museum in downtown Madison) and rebuilt all of the content pages from previous efforts. The site has since gone through several newer updates, but for a time it was mostly my work!
